Creating charts with overlapping elements can be extremely frustrating, constantly selecting, reselecting, and moving things out of the way to get the right element so you don't move the wrong one. I miss using Miro, but trying to utilize Clickup for whiteboarding to have it in the flow of work. It has a long way to go, but simple changes make a big impact.
Locking elements is a must to make this usable. Even Powerpoint enables users to lock shapes.

Why isn't this implemented yet? It's frustrating using Whiteboard atm when you can't lock layers. Also, we need some UX improvements regarding the resizing of text boxes.

Yes 1000 times. Without being able to lock objects the whiteboard is simply to finicky to use. Literally, this is the one and only thing that is needed to convert me and others to using ClickUp's Whiteboard

Would be really useful to be able to lock items to the background, which act like a template that moveable items can then be placed over.

Totally agree - you must be able to lock items or it isn't a template and you spend half your time fixing your background items you moved by mistake
