View-only access to Team Management

The functionality to manage who is a member of which team is controlled by admins only. It would be nice to allow non-admins the ability to view who is a member of each team, but not have the ability to make changes.

We've run into the problem that, because we have custom role security, the custom security applied to our Members group is taking away view access, but the option only shows Manage Teams, so we can only give back view access by giving them manage access
