Time tracking: allow comma as decimal separator

With a German keyboard layout (no point key on numpad) it would be great being able to enter times with comma as decimal separator.

To prevent confusion and mistakes, this should come as global setting (number formatting) predefined by language and should not only apply to the time tracking but all number fields!
