Restricting certain type of users (guest, members, custom roles) from moving tasks to other locations to prevent items to inherit custom fields from other locations or missing items in dedicated workflows

I have just spent a few hours cleaning up following a user moving a task from one space in to a a list in another space.
It must be possible to restrict such actions to prevent pollution of lists and spaces.
