There doesn't seem to be an option to make a list description visible at the top of the list now. That feature was crucial for providing instructions and links in an easy centralized spot, especially for team members who are not as familiar with ClickUp as others might be. Creating a doc view in the list is not a good solution as making 1 doc per list, when the content of the doc is only 2-3 lines of text, is unnecessary clutter. Please allow list descriptions to be displayed in the list again.
