Admins should be able to organize and sort Spaces in a consistent order that applies to all users in the Workspace (not just their own personal view).

Request: Add an admin setting to control the ordering of Spaces for the entire Workspace.
Problem: Today, Space order can vary by user, which makes navigation inconsistent and harder to support/train teams on where things are.
Proposed solution: Allow admins to set and manage a global Space order (drag-and-drop or sort options) that becomes the default view for everyone. Ideally, include the option to lock the global order or allow users to optionally override it for personal preference.
