Add the ability to keep COMPLETED assigned comments on recurring tasks

There is a need to sometimes have COMPLETED assigned comments exist on a recurring task. Currently, we can have "only" assigned comments recur with it (and they show up as incomplete, or all comments be seen.

We use CU with our Call Listening Team, so the need for previous months comment visibility is there. What we are having issues with is all the assigned comments in that history reopening - considering some of these clients are several years old it clogs up inboxes and real, current issues get missed.
