Ability to Lock Timesheet periods

Many time reporting tools manage both timesheets and time reporting periods. We are now using the new Timesheet approver process. We would like to be able to lock pervious time periods, like quarters, regardless of is the user has a timesheet approver. If an update is needed in a past locked time period, it would be good to have an admin function that allows time periods to be opened or closed.

Ability for historical timesheet periods to be locked and not to be changed. As these times are sometimes approved and used for billing purposes by the accounting team from project time.
