Restrict who can create custom fields

Managing custom fields is quite a pain, especially when our organization has so many users. Custom fields are a great feature, but we would like to limit the number of users who can create custom fields. This will only help us standardize how many custom fields are created.

One problem is that users are creating a new custom field instead of reusing an existing one (ex., email, email address). Since creating a brand new one is the first thing people come to in the "Add Column" workflow, they are more likely to just do that rather than to view existing fields and choose one of those.
